ABU SAYYAF INDICTMENTS

Thanks to the work of law enforcement officials around the world, hundreds of terrorists have been arrested. Thousands more remain at large. But they will be caught and they will be brought to justice. As President George W. Bush said, "These enemies view the entire world as a battlefield, and we must pursue them wherever they are."

On July 23rd, officials of the U.S. Justice Department announced the indictment of five more terrorists. They are leaders of Abu Sayyaf, a radical Islamic separatist group based on Basilan Island in the southern Philippines. Abu Sayyaf has had links to al-Qaida. It finances its terrorist activities through kidnappings and extortion. It has conducted a campaign of murder and bombings aimed at both Filipinos and Americans.

The men indicted are: Aldam Tilao, also known as Abu Sabaya. Khadafi Abubakar Janjalani, Abu Sayyaf’s so-called "spiritual leader." Isnilon Totoni Hapilon, the terrorist group’s second in command. Jainal Antel Sali, Jr., an intelligence officer. And Hamsiragi Marusi.

The five are charged with the May 2001 kidnappings that led to the murder on July 7th, 2002, of American missionary Martin Burnham. Mr. Burnham and Deborah Yap, a Philippine nurse,  were killed during a rescue attempt by Philippine authorities. Mr. Burnham’s wife, Gracia was rescued in that operation.

Four of those indicted are still at large. Philippine President Gloria Macapagal Arroyo said that the fifth, Abu Sabaya, is dead. His body has not yet been recovered.

The indictments send a signal. As U.S. Deputy Attorney General Larry Thompson put it, "We will work to track down and prosecute all those who commit barbaric acts of terrorism." The five Abu Sayyaf leaders also face charges in the Philippines.

"We’re in for a long struggle," said President Bush. "It’s a tough war. This is an enemy that’s not going to quit.... This country must have the will and the determination to chase these killers down, one by one, and bring them to justice. And," said Mr. Bush, "That’s exactly what is going to happen."
